Egg fragments are the incomplete state of the dragon egg. The requirement to upgrade the builder's hut / Egg Token Mission Blimp or Research new stuff is a completed egg.
Each dragon egg requires different amount of egg fragments which in turn requires a different amount of egg tokens to complete.
